We would like to inform you of two key changes that will affect all imports into Mexico:

1. Electronic Value Manifestation (MVE)

Mandatory as of December 9, 2025.

Mexican customs authorities now require the Value Manifestation to be submitted exclusively through VUCEM, using Form E2, signed with the importer’s e.firma.

2. 2026 Customs Law Reform

Effective January 1, 2026.

This reform includes enhanced oversight, modernization of the customs file, new documentary obligations, and changes to the customs broker regime.

What does this mean for you?

Authorities will require greater traceability, complete documentation, consistency in declared value, and stronger internal controls for each import. Compliance responsibility will fall directly on the importer.
